With reference to your letter of the 29th ultimo, I am directed by the Marquess of Salisbury to inform you that he has received a representation from the German Ambassador at this Court in regard to the fine recently imposed by the Colonial Authorities at Hongkong on two officers of the German Mail Steamer 'Hohenzollern' for photographing the fortifications.

Count Hatzfeldt has called Lord Salisbury's attention to a somewhat analogous case which recently occurred at Metz, when certain British officers who were arrested for sketching there were subsequently released without punishment: and His Excellency has enquired whether in consideration of the leniency shown by the German Authorities on that occasion, it would not be possible to remit the fine imposed upon the German Officers at Hongkong.
